Objectives BALANCE is a capacity building cooperation project co-funded by the Erasmus+ program of the European Commission. The main objective of the BALANCE project is to strengthen financial autonomy and accountability of Higher Education Institutions in Cambodia via modernisation of financial management practices and legal framework. About Higher Education System in Cambodia started to improve in late 90s, when the era of wars, genocide and foreign occupation came to end and an economic development together with a social progress became possible. Despite its improvements, Cambodia is the SEA region country that registers the lowest rate of public expenditure on Higher Education, accounting for 1,9% of GDP in 2014 (UNESCO Institute for Statistics - UIS).
